## Which health insurance is best when studying in Germany?


### Best choice: Continue your home country’s insurance


The best health insurance option for eligible people is to continue their home country’s health insurance. Students statutorily insured in one of these countries are allowed to stay on their home insurance for the duration of their studies:

- Norway
- Liechtenstein
- Iceland
- Switzerland
- The UK
- Serbia
- Montenegro

### Strong alternative: Statutory health insurance (public)


If your home country does not have an agreement with Germany, public health insurance is the best for you.It provides good coverage at a discounted rate of around 125 EUR per month in 2025\. ### Ideal for non-eligible students: Expat health insurance


If you’re not eligible for any of the options above, you can choose expat health insurance. Some providers also call it incoming insurance.


It is the most affordable insurance in Germany, starting at €72 monthly, but provides limited coverage compared to public insurance. Rest assured, it meets all the legal requirements to stay in Germany as a student for up to 5 years.

## How much is health insurance for students in Germany?


Health insurance for students in Germany can cost between €72 and €400 per month, depending on the type of insurance plan chosen. 


Let’s look at this in more detail…


### Public health insurance cost for students


In 2025, your monthly contribution is about €130. Here’s a breakdown:
1. Student Health Insurance: Students’ general contribution rate is 10.22% instead of 14.6% for employees. Since students don’t usually earn a salary, the government assumes their monthly income is €855, totaling €87.38.
2. Statutory Nursing Care Insurance: For parents and childless students under 23 years old, the rate is 3.4%, or €29.07. The rate for childless students over 23 years old is 4.0%, or €34.20.
3. Additional Contributions: Each health insurance company charges extra contributions beyond the standard rates. In 2025, the average between all insurers was 1.7%, or €13.68.

### Private health insurance cost for students


Students pay less for private health insurance than employees or self-employed individuals due to special student rates.

### Do students need accident insurance? 
International students are automatically covered by accident insurance provided by their school. This insurance protects them if they get injured on campus or during school activities. However, it’s important to know that this insurance only covers accidents. It doesn’t replace personal health insurance, which is still required by law.
### How do I cancel my student health insurance?

To cancel your health insurance after finishing your studies, take the following steps:
1. **Notify your insurance company:** Let your insurance company know you want to cancel your coverage by calling, emailing, or writing a letter.
2. **Follow their instructions:** The insurance company will tell you how to complete the cancellation. Follow their instructions carefully.
3. **Confirmation of cancellation:** Once the insurance company receives your cancellation request and you complete whatever instructions they gave you, they will usually terminate your contract.
4. **Get proof of cancellation:** Ask the insurance company for a document that confirms your coverage has been terminated.
### What happens to my health insurance once I graduate?
**If you opted to stay on your home country’s insurance:** you can use it for at least another 6 months during your job search. To take advantage of this option, you must go to the Job Center and register as a job seeker. While it doesn’t entitle you to job benefits, it does allow you to stay insured on your EHIC.
**If you had private (incoming / expat) health insurance** while studying, it’s most likely limited to 5 years. As long as you are within these 5 years, it generally meets the requirements for a job-seeking visa. Just be aware that the job-seeking visa for students is 18 months, and if your expat health insurance expires before this visa ends, it’s almost impossible to use it.
**If you had statutory insurance,** it would expire when you complete your studies or turn 30. You can, however, continue as a voluntary member. Just contact your insurance provider (Krankenkasse). Remember that you will be paying a different amount for your voluntary insurance. If you do not have any income, it will be around €220 per month.
### Can I switch from public to private insurance as a student?
If you are a student under 30 years old and enrolled in a regular degree program, you can switch from public to private health insurance after being in the public system for at least 12 months.
Once you choose private health insurance, switching back to public insurance is usually impossible while you’re still in the same degree program. If you try to switch back to public insurance from private during that time, you’ll find it quite tricky.
You can only switch back to public health insurance under certain conditions, such as changing your degree program, completing your studies and finding a job, or turning older than 30.
### Does student health insurance cover pre-existing conditions?
**Public health insurance** provides coverage for everyone, regardless of any health conditions they may have had before getting insurance. 
**Private health insurance** might not cover health conditions that someone had before getting insurance. This could mean those conditions aren’t covered, or the insurance cost might increase. In any case, your insurer should inform you of this.
### How do I use my public insurance as a student?

Most expats in Germany enroll in public health insurance. This system covers about 90% of citizens. 


When you start a new job, this is what you can expect:

- Your employer will then automatically enroll you into the Social Security system, which includes your health insurance.
- You and your employer then share the cost of insurance until the end of your employment.

You can opt out of public insurance only if you meet at least one of these conditions:


- You earn more than EUR **73,800** annually as an employee (as of 2025\).
- You are self\-employed or a freelancer.
- You are a civil servant.
- You are a student over 30 years old.

### **Private Health Insurance (Krankenversicherung or PKV)**

*Generally*, it’s the most affordable health insurance available to expats. However, you must fulfill at least one of the eligibility requirements:

Public health insurance for expats costs between €400 and €1,000 per month. You’re only expected to pay half, as your employer will cover the rest. 


The actual cost of public insurance is proportional to your income:

## What is public health insurance in Germany?


Public health insurance, also called GKV or statutory insurance, is Germany’s most popular healthcare solution. It covers about 90% of the population, is usually mandatory for employees, and is highly recommended for most students.

## Who is public health insurance for?


### Employees


Employees under 55 years old earning less than €**73,800** per year must join public health insurance. Those earning more can also sign up, but only if it’s their first job in Germany or they are currently insured by public health in the EU. Otherwise, they have to go for private health insurance.


Luckily, employees also have the easiest time signing up, which will automatically start with the first day of work. If you don’t sign up yourself within two weeks, your employer will do it for you.

### Students


Students must get health insurance coverage to be able to enroll in a German university. If you’re insured by your parents’ German family insurance, you can remain on it until you’re 25 years old. This also applies if you’re insured by your spouse’s policy. The only caveat is that you cannot work during that time.


If you’re over 25 or your parents live outside of Germany, you could also get discounted student health insurance.

### Freelancers \& Self\-employed


Full\-time self\-employed individuals can choose between public or private health insurance. If you were insured for more than 24 four months in the last five years, you’d be accepted into the public system, no questions asked. The same thing applies to those insured for 12 or more months immediately before registering as self\-employed.


Members of the KSK are required to have public health insurance.

### Retirees \& Pensioners


If you worked in Germany and were publicly insured, you can stay with your current health insurance.


If you worked in the EU and were publicly insured, you can choose to sign up with a German public health insurance company. You’ll need to complete an S1 form, and you’ll receive the same benefits as with your home country’s insurance. 


## How much does public health insurance cost?


The cost of public health insurance is proportional to your income. The more you earn, the more you pay (up to a certain limit). In 2025, the limit is 62,100, meaning that if you earn more, your contributions (called [KV Breitag](https://feather-insurance.com/blog/the-difference-between-kv-av-rv-uv-and-pv-insurance-payments) in German) would be based on this amount.


In 2025, the contribution rate is 14\.6%, plus a company\-specific percentage (on average, it’s 2\.5%). However, TK’s CEO, Jens Baas, [says the cost of health insurance is expected to explode to 20%](https://www.rnd.de/politik/gesundheitssystem-wie-der-chef-der-tk-die-entwicklung-beurteilt-GHLH2PUCAREINKNRQWUHL2TKN4.html) by 2030\. You’ll also need to pay for long\-term care insurance, which is around 3\.6%.


On the bright side, whether it’s 14\.6% or 20%, employees and trainees won’t need to worry about paying the whole thing themselves. By law, employers must pay half of your contribution. 


Unfortunately, since the self\-employed, by definition, do not have an employer, they must pay the contribution rate independently. There are some workarounds, like becoming a KSK member.


Retirees’ health insurance cost is a mix of subsidized and unsubsidized payments. Here’s what we mean:


- With a statutory pension, retirees pay 7\.3%, with the Krankenversicherung der Rentner (pensioners’ health insurance) paying for the other 7\.3%.
- With a private pension or other types of income, they’ll pay the full contribution of 14\.6%.


As we mentioned earlier, [student health insurance](https://feather-insurance.com/blog/health-insurance-students-germany-guide/) is much more affordable, at around €130 monthly.


## What is covered by German public health insurance?


Generally, public health insurance covers all medically necessary interventions, with some preemptive measures also included, like cancer screenings. However, the exact coverage can vary from company to company. 


Here’s a general overview of what services are covered:

| Remedies | Treatments like physiotherapy, occupational therapy and speech therapy are covered. Like medicines, you’ll pay for 10% and an additional €10 per prescription. Once again, minors do not have to participate in the co\-pay. |
| Hospital stays | All hospital stays are covered, but you must pay for a €10 co\-payment per day, for up to 28 days. Minors are exempt. |
| Medical aids | Things like wheelchairs, hearing aids, prostheses, or crutches are covered if prescribed by a doctor. There is a 10% co\-payment (at least EUR 5\). |
| Cancer screening tests | Adults (women over 20 and men over 35\) are eligible for the full number of annual, medically recommended screenings. |

3. **Additional benefits they provide.** 95% of benefits and coverage are mandated by law and identical from one company to the next. However, the 5% remaining caters to different type of people. For example, if you want to reduce your premiums, you should look for a company offering deductibles. ## How to sign up for public health insurance


If you decide to sign up with one of our recommended insurance companies, the process is easy:

Here’s a step\-by\-step process for switching insurance:


1. To do this, you must have been with your current insurer for at least 12 months before you can switch.
2. There are two exceptions: if your employment changes (for example, with a new job or losing yours) or your insurer increases additional contributions, then you have a special termination right. This means you can switch immediately. You have a 14\-day window to enable this right.
3. If one of the cases above applies to you, then you can choose a new insurer.
4. Once you’re happy with your choice, you can apply for membership in a new health insurance fund. There’s no need to inform your current insurance company or your employer, your new insurer will handle all the details.
5. You’ll have a waiting period of two months before you actually switch insurers.

### Can I include my family in public health insurance?

Yes, you can include your family in your public health insurance policy, provided they earn less than €505 per month through alternative income (pension, rent, interests….) or less €538 through mini\-job. 


Dependants can be added for free, simply contact your current provider and let them know you’d like to insure a family member.





### How do claims work in public health insurance?

There are no claims in public health insurance. When you go to the doctor, dentist, or pharmacy, you simply show your health insurance card, pay the deductible if there is one, and your insurance will take care of the rest.


The only exceptions are special treatments that aren’t fully covered, like dental, which must be paid upfront. Afterward, you can claim the appropriate partial amount from the provider by sending invoices to the your insurance.



### How do I cancel my public health insurance?

If you’re leaving permanently, it is usually enough to inform your provider. ## **Time limitation of expat health insurance**


Our "newcomer" plan for expat health insurance can be used for up to 5 years starting from your arrival date in Germany. If you’ve already been in Germany for 2 years and just now apply for expat health insurance, that means you’ll only have 3 years left before your expat health insurance expires. 

The time limit applies to everyone regardless of visa.

## **Working holiday visa or Youth mobility visa (*„Working Holiday“\-Programm*)**

If you’re applying for your first\-time freelance visa, then we recommend you get public health insurance unless you’re *not* coming from another EU country, then you would need to consider private health insurance or expat health insurance. ## **German tourist visa (*****Schengen Visum*****)**


If you’re planning to come to Germany for only a few weeks, getting simple [travel insurance](https://feather-insurance.com/travel-insurance) will be just fine while you’re here. Still, if you plan to stay for more than one month, expat health insurance is perfect for you since it covers you throughout the entire EU and can be canceled on a monthly basis. 


For some passport holders, this travel visa is granted on arrival. For others, you’ll need to contact the German embassy in your country to apply. With expat insurance, you can apply online from anywhere around the world, so there is no need to worry about any paperwork.

## **Medical visa (*****Aufenthaltserlaubnis zur medizinischen Behandlung*****)**


For people seeking medical treatment in Germany, the requirements for a visa are vastly different from city to city. The general rule is that you’ll need health insurance to cover you while getting medical treatment, but since expat health insurance doesn’t cover [pre\-existing conditions](#pre-existing-conditions1) (a requirement for this visa), you’ll need to prove that you’re able to cover the costs of the surgery through another insurance or through bank statements. 


You will need at least travel insurance during this time, though (expat health insurance will not work in this case).


## **Student visas (*****Visum zum Studieren*****)**


If you’re 29 years old or younger, we highly recommend signing up for [public health insurance](https://feather-insurance.com/health-insurance/public). 


On our website, you can see four different public health insurance providers, which you can choose from. All of them are nearly identical in terms of coverage with small perks like travel vaccinations. 


This is only possible if your university is accepted by the state. If it is a private institution and not approved you will have to take out [expat insurance](https://feather-insurance.com/health-insurance/expat/short-term). But don’t worry, we will check that for you in the sign\-up process.


If you’re 30 years old or older, then public health insurance won’t accept your [student insurance](https://feather-insurance.com/health-insurance/public/students) status unless you’re working for the university as a Ph.D. student. Your university will have specifically told you that you would be covered under their insurance as a researcher or guest academic. ## **Visas for employment (*****Blaue Karte EU*****)**

Someone might need expat insurance because they’re coming to Germany on a temporary employment visa and need to apply before starting work. Expat insurance can be canceled on a monthly basis, so you can use it until your employer enrolls you into a public or private health insurance plan. 

## Chancenkarte, opportunity card, or job searching visa


If you [qualify for a Chancenkarte](https://feather-insurance.com/blog/chancenkarte-how-to-apply/), you almost always have less than 2 years to find a full\-time position. Since expat insurance doesn’t cover pre\-existing conditions, this ends up being a problem. Pre\-existing conditions include chronic illnesses like lung disease, kidney failure, or diabetes that an expat plan won’t cover.

*A deductible (also known as excess) is, in insurance terms, a maximum amount you agree to pay out\-of\-pocket for covered services before your health insurance kicks in to cover the majority or entirety of the cost. While in most cases it’s a fixed sum, it can also take the form of a percentage of the cost or the exclusion of coverage for certain services.*


Since this amount is determined when first choosing an insurance, it’s crucial to understand how deductibles work to make sound financial decisions and choose the right plan according to your needs.

## Why deductibles matter in health insurance


As you are probably well aware, health insurance is mandatory in Germany. Understanding how deductibles work will give you more financial autonomy when planning your monthly budget and help you avoid setting your wallet on fire.


[Simply put, the higher your deductible, the lower your premium](https://www.aok.de/pp/lexikon/selbstbehalt/#:~:text=Mit%20Selbstbehalt%20bzw.,Versicherter%20im%20Leistungsfall%20selbst%20tr%C3%A4gt.), which is great if you are healthy and rarely need medical care. On the other hand, choosing a plan with a low deductible means higher monthly premiums, but you pay less when you need medical services.


Not every medical service will count toward your deductible. Most of the time, **preventive care services** like checkups and vaccinations are fully covered without affecting your deductible. However, services such as hospital stays, emergency room visits, and surgeries usually count toward it. 


Make sure to check the terms of a plan before signing any contract!


The decision to choose a high or low deductible comes down to a trade\-off between how much you want to pay monthly and how much you are willing to pay out\-of\-pocket when the need arises. 


For example, let’s say you have an insurance plan that costs €3000 yearly, and you want to save money by reducing it to €2400 and picking a €1000 deductible. It’s a good idea if you are healthy…but if you get sick or injured and have to pay €1000 for care and services, then at the end of the year you’ll have paid €3400\.  In this case, the bet will not have paid off.


## For whom does a deductible make sense?


People who would get the most out of high deductible plans are usually young, healthy and not expecting to frequently visit a doctor. A word to the wise: it’s highly recommendable that they have enough savings to cover out\-of\-pocket expenses should a medical urgency arise.


A high\-deductible plan could also make sense for freelancers whose income differs every month. It would enable them to keep their insurance costs low, and if they maintain savings to cover a potential deductible, then they’ll be in better condition to manage their finances.


## How deductibles work with private insurance


Private health insurance (**Private Krankenversicherung or PKV**) is a great option for those who want more flexibility. While it’s only used by 10% of German residents, in comparison to the public, it can be less expensive, you can get faster appointments and better coverage, and you can even receive money back if you make no claims in the calendar year.


Private health insurance providers can offer different deductible structures:


- **Fixed deductibles**: you pay a set certain amount out\-of\-pocket every year before the insurance coverage kicks in, typically between €1200 and €3000 per year.
- **Percentage\-based deductibles**: when you sign up for a health insurance plan, you agree that you will pay a fixed percentage (usually between 10 and 30%) of whatever healthcare service you need, up to a maximum amount.
- **Modular deductibles**: this one is similar to the fixed deductible, except that it only applies to specific areas of your insurance, such as dental issues or inpatient care.

## How deductibles work with public insurance


In Germany, about 90% of residents are covered by **public health insurance** (Gesetzliche Krankenversicherung or GKV), which is mandatory for employees earning under €69300 per year, and in most cases it doesn’t involve deductibles. 


Insurers offer **optional tariffs** that allow policyholders to choose a deductible in exchange for lower monthly premiums or [bonuses of up to €600 per year](https://www.krankenkassen.de/gesetzliche-krankenkassen/leistungen-gesetzliche-krankenkassen/wahltarif-erstattung/gesetzliche-krankenkassen-wahltarif-selbstbehalt/). However, you are bound to the chosen policies for at least three years.


For example, [AOK](https://www.aok.de/pk/wahltarife/selbstbehalt/), [DAK](https://www.dak.de/dak/darum-dak/dak-garantietarif-1-4_33068) and [BARMER](https://www.barmer.de/unsere-leistungen/geld-zurueck-tarife) have plans that reward policyholders with a bonus at the end of the calendar year if no services with a deductible are claimed.

## How deductibles work with expat insurance


For expats in Germany, finding the right health insurance can be difficult, especially if they can’t get public or private plans (and the language barrier can get pretty intimidating!). They are a good fit for people who regularly need medical care or expensive treatments, such as those with chronic conditions or families with young children. They are a good option for people who frequently get sports\-related injuries.


Choosing a deductible is like betting on your health, and no one but you can determine whether a high or low deductible is the best option. So you have to consider all influencing factors: your age, health conditions and expected needs, financial stability, even what sports you practice (young and healthy ping\-pong players can stick with a high deductible plan).

If you’re moving out of Germany permanently, you may want to cancel your health insurance. 


But Germany has strict rules around when and how you can do this. 


Health insurance is mandatory, so unless you’re leaving the country for good, you can’t cancel — you can only [switch insurance companies](https://feather-insurance.com/blog/switch-health-insurance-provider) instead, or [switch from public to private health insurance](https://feather-insurance.com/en-de/health-insurance/private/switch-from-public-to-private).


You also can’t just stop paying. You’ll keep getting billed until your cancellation is officially approved.


Here’s a guide to help you understand what’s required and how to cancel, depending on the type of insurance you have.


## When can you cancel health insurance in Germany?


Your [german health insurance](https://feather-insurance.com/blog/health-insurance-germany-guide/) doesn’t automatically end when you leave your job, finish school, or stop working. 


It stays active, and you’ll continue to be billed, unless you properly cancel.


For **public** and **private** health insurance, you must prove you’re leaving Germany permanently. That means providing your *Abmeldung*, the official de\-registration document, from your local citizen’s office (*Bürgeramt*).


Note: Your employer can’t cancel your insurance for you. Only you can submit the cancellation, and it must include official proof.


With **expat or short term health insurance**, you can cancel at anytime (if you chose a policy with flexible cancellation like Feather’s), as long as you show proof that you are either leaving the country or changing to another insurance provider.


## How to cancel expat insurance (short\-term health insurance)


Canceling [expat insurance](https://feather-insurance.com/health-insurance/expat) is usually simpler than canceling public or private insurance in Germany. In most cases, you don’t need to deregister your address (*Abmeldung*) to cancel. 


However, you should keep in mind that living in Germany without health insurance is usually illegal. If you’re canceling your expat policy, be sure to switch to a new plan.

With that out of the way, here are the steps to cancel your expat insurance:


### If you’re a Feather customer


Canceling your policy with Feather is quick and easy. Just follow these steps:


1. Log in to [your account](https://app.feather-insurance.com)
2. Select your expat policy
3. Click **Cancel**


That’s it! You’ll receive a confirmation email once your cancellation is processed.


**Important:** You must cancel before the end of your current billing month. If you cancel after that, you’ll still be charged for the full month.


### If you’re not with Feather


Other short\-term insurance providers may have different cancellation rules. In general, most:


- Require cancellation in writing or by email
- Lock you into a fixed contract term (often 12 months)


Always check your specific policy or contact your provider to understand their cancellation terms.


## How to de\-register your address (Abmeldung)


You need to de\-register from your German address before you cancel your public or private health insurance. 


Here’s how:


1. Visit or contact your local Bürgeramt (citizen’s office) and request an **Abmeldung** (deregistration) form.
2. Some offices may allow this via mail, but many require you to do it in person.
3. You may need to show proof that you’ve moved to another country (e.g., a lease, utility bill, or flight tickets).
4. Once issued, **send your Abmeldung to your health insurance provider** as proof of your move.


Without this document, your insurance provider is legally obligated to keep your coverage active and charge you.


## How to cancel public health insurance


If you’re leaving Germany permanently, you must cancel your public health insurance properly—just stopping payments is not enough. The best way to cancel is by email, as it’s faster and gives you a written record.


### Step\-by\-step cancellation process


1. **Fill out a cancellation letter:** You can use this [cancellation letter template](https://docs.google.com/document/d/e/2PACX-1vTdDv8y4hF3wyqrAzWYvrQmnIypc_R8Py436MYxeKcTKsEaLniehQWr3TT7j5bcRk4weY9TLBMyg2H-/pub). Replace the highlighted yellow sections with your information.
2. **Download it as a PDF:** Once filled out, download the document and send it as a PDF via email to your public insurance provider.
3. **Include proof of departure:** Along with your cancellation, attach:  

	- Your **Abmeldung** (the official de\-registration form from your local Bürgeramt)
	- One additional proof that you’re moving abroad, such as:  
	
		- A flight ticket to your new country
		- A rental agreement in your name abroad
		- A work contract in your new country


Make sure your documents clearly show that you are leaving Germany for good.


## How to pause public health insurance


If you’re leaving Germany temporarily—especially for work, study, or extended travel outside the EU—you may not want to cancel your insurance entirely. 


Instead, you can apply for an **Anwartschaft** (a holding or standby policy), which “freezes” your public insurance and lets you resume it later without losing important benefits. 


Without an Anwartschaft, you may:


- Become ineligible for public insurance if laws change
- Miss out on long\-term care benefits
- Be excluded from [pensioner health insurance](https://feather-insurance.com/blog/health-insurance-retirees) if you don’t meet the minimum coverage period


An Anwartschaft helps you avoid these problems by keeping your place in the system. 


**Note:** While on an Anwartschaft, you are not covered for medical care in Germany or abroad. You’ll need separate health insurance during this time.


### You can request an Anwartschaft if you are:


- Working for an international organization
- A development worker or soldier
- Voluntarily insured and going abroad for work
- A family member accompanying someone abroad for work
- Staying abroad for private reasons for more than 3 months


### You won’t be able to request an Anwartschaft if you are:


- Moving within the **EU or EEA**
- An employee sent abroad temporarily by your German employer
- Someone with dependents still living in Germany


### How much does an Anwartschaft cost?


Costs vary by provider. For example, with **TK** (Techniker Krankenkasse):


- Health insurance: €51\.98/month
- Long\-term care insurance:  

	- €11\.19/month without children
	- €10\.03/month with children


Contact your current provider for more details regarding whether or not you should consider an Anwartschaft.


## How to cancel private health insurance


If you’re permanently leaving Germany, you must officially cancel your private health insurance. Just like with public, you won’t be able to just stop paying to end your coverage. 


If you’re relocating abroad, this typically overrides your minimum contract period (for example, Feather has a 2\-year minimum term). 


But to cancel successfully, you must submit your cancellation **within three months of your official de\-registration (Abmeldung)**.


At Feather, you can receive a refund for any overpaid premiums within that 3\-month window. Other private insurers may also offer reimbursements, but their timelines can vary. 


Always confirm the specific process with your current insurance company.


With that said, here are the exact steps to take to cancel with Feather:

2. **Upload your documents**:
