Uganda's public healthcare system is chronically underfunded, with only 0.15 doctors per 1,000 people, and Mulago adds a 25% non-citizen surcharge on specialized wards, pushing most expats to private hospitals in Kampala.

Without coverage, a private GP visit runs UGX 50,000–120,000, and a hospital stay runs UGX 380,000–950,000+ per day.
